Choose Lembongan when you want an island atmosphere without spending most of each day in a car. It works particularly well for couples, families comfortable with boat transfers and travellers combining beach time with snorkeling or surfing. Beaches and roads are not uniformly easy, but the island is far more compact than Penida.
Less suitable when: your priority is Penida's monumental cliff scenery or a polished resort island with wide pavements and seamless accessibility.
